DAK LAK PROVINCIAL PEOPLE’S COMMITTEE ISSUING A DECISION ON RANKING PROVINCIAL LEVEL RELIC FOR THE HISTORICAL RELIC “DAK LAK PROVINCIAL HEADQUATERS OF UPRISING COMMITTEE 1945”
On February 25th, 2021, Dak Lak Provincial People's Committee of issued Decision No. 443/QD-UBND on ranking provincial-level relics for the historical relic "Dak Lak Provincial Headquarters of Uprising Committee 1945".
The Dak Lak Provincial Headquarters of Uprising Committee 1945 located at 71 Ly Thuong Kiet, Thang Loi Ward, Buon Ma Thuot city, initially was Mr. Dau Viet Chuc’s house, a revolutionary base of the Viet Minh. During the French colonial period, he worked at Vinh Public Works Department. Because of resisting the Westerners, he was disciplined and relieved of his position for three years. In 1939, he was reinstated and transferred to Buon Ma Thuot to work. In 1943, he built a three-space house at 57 Ly Thuong Kiet Street, Buon Ma Thuot town (now 71 Ly Thuong Kiet). Since 1944, through Mr. Nguyen Hoa - the first person of the Public Works who was assigned by comrades in the Buon Ma Thuot exile house to contact the family of Mr. Dau Viet Chuc to build a revolutionary base. Since then, House No.57 Ly Thuong Kiet was the secret communication base of the Viet Minh in Dak Lak in particular and the whole Central region in general and between political prisoners exiled from the central provinces to Dak Lak and external foundations. Moreover, this house was where to receive and nurture political comrades such as Mr. Nguyen Trong Ba, the former Provincial Party Member; Mr. Nguyen Loi, the former Party Committee; Mr. Ngo Ham - the Judge of the Supreme People's Court and some other comrades. The house also became the basis to prepare the general uprising of Dak Lak province.
In particular, on the evening of August 19th, 1945, at House No. 57 Ly Thuong Kiet, Buon Ma Thuot town, the Provisional Leadership of the province convened an emergency conference to hear the information of the situation in other provinces and decide when to seize power at the provincial level. The decision was so creative and daring, taking advantage of the unexpected factors to create a premise for the victory of the uprising to seize power in Dak Lak in particular contributing a successful chain in the August 1945 Revolution of Vietnam in general. Attending the Conference, there were in full numbers of representatives for Viet Minh from towns, plantations and some villages. the Conference also elected Dak Lak Provincial Uprising Committee, including Phan Kiem (Head of the Committee), Pham Sy Vinh (Deputy Committee) and the members - Nguyen Trong Ba, Huynh Ba Van, Y Bih Ale O and Thai Xuan Dong, Y Ngong Nie Kdam. Viet Minh cadres at plantations and villages were promptly mobilized and directly controlled self-defence organizations operating in the rally. Each group of the self-defence units at CADA plantation, Lac Giao commune, Lac Sa was appointed and provided with weapons to strengthen the protection of the Uprising Committee delegation.
After the French colonialists returned to invade, this place was chosen as the headquarters for combat operations against the enemy by the Provincial Party Committee and Provisional Revolutionary People's Committee. The provincial leaders lived and worked here including Bui San, Nguyen Trong Ba, Phan Kiem, Pham Sy Vinh, Y Ngong Nie Kdam. The underground hideout of the house was the site to hide those comrades from the French colonialists’ hunt.
Since 1943, the relic had been called 57 Ly Thuong Kiet House, which is named after the house number and street since the house was built. However, in 1999, in the urban improvement on Buon Ma Thuot town road, the address 57 Ly Thuong Kiet was adjusted to 71 Ly Thuong Kiet, so the name 57 Ly Thuong Kiet House was no longer appropriate.
On December 30th, 2020, the Department of Culture, Sports and Tourism held a Conference on unifying the name of the relic. Attending the Conference, there were revolutionary veterans such as Mr. Nguyen An Vinh-former Provincial Party Secretary, Mr. Le Chi Quyet-former Deputy Secretary of the Provincial Party Committee; Mr. To Tan Tai (Ama H'Oanh) - former Deputy Secretary of the Provincial Party Committee; Mr. Chau Khac Chuong - former Head of the Propaganda Department of the Provincial Party Committee and representatives of relevant units. The Conference discussed and agreed on naming the historical relic the Dak Lak Provincial Headquarters of Uprising Committee 1945.


With the above events, characters and cultural and historical values, on February 25th, 2021, the Dak Lak Provincial People's Committee issued Decision No.443/QD-UBND on ranking of provincial relic for the historical relic "the Dak Lak Provincial Headquarters of Uprising Committee 1945". The relic will become a red to raise conciousness of patriotism tradition for young generations today and in the future to preserve and promote the historical values of the locality. In addition, it is possible to combine a visit to the Dak Lak Provincial Headquarters of Uprising Committee 1945 with relics in the city such as the Special National Relic of Buon Ma Thuot Exile, 04 Nguyen Du National Historical Relic (Bao Dai Palace), Historical Relicof Lac Giao Communal House . These sites have become historical and cultural attractive tourism destinations for visitors to Buon Ma Thuot in particular and Dak Lak in general.
